一 |     तुहिन शर्मा, देहरादून। राज्य में हर वर्ष की तरह होने वाले खेल महाकुंभ कराने को लेकर इस बार भी युवा कल्याण एवं प्रांतीय रक्षक दल विभाग ने तैयारियां शुरू कर दी हैं, लेकिन इस बार खेल महाकुंभ में कई तरह के बदलाव व संशोधन किए जा रहे हैं।,राज्य स्तरीय ट्रॉफी को सीएम, जिला स्तरीय ट्रॉफी को सांसद, ब्लाक स्तरीय ट्रॉफी को विधायक और न्याय पंचायत स्तरीय ट्रॉफी को स्थानीय जनप्रतिनिधि का नाम दिया जाएगा। इसके अलावा राज्य स्तरीय विजेताओं की पुरस्कार राशि भी बढ़ाई जा रही है। युवा कल्याण विभाग ने यह प्रस्ताव शासन को भेजा है।,उत्तराखंड में हर वर्ष अक्टूबर से दिसंबर के बीच प्रतिभाशाली खिलाड़ियों को चिह्नित करने के उद्देश्य से खेल महाकुंभ कराया जाता है। ताकि चिह्नीकरण के बाद अव्वल खिलाड़ियों को स्पोर्ट्स कालेज व खेल विद्यालयों में दाखिला दिलाया जाए। जहां उन्हें उच्च स्तरीय प्रशिक्षण मिले और वह अर्द्धसैनिक बल व पुलिस भर्ती की शामिल हो सके। जिला युवा कल्याण एवं प्रांतीय रक्षक दल, खेल विभाग और शिक्षा विभाग के समन्वय से खेल महाकुंभ होते हैं। खेल महाकुंभ की सबसे पहली प्रतिस्पर्धा न्याय पंचायत पर होती है।,इसमें अव्वल प्रदर्शन करने वाले खिलाड़ी ब्लाक स्तर में खेलते हैं। ब्लाक में बेहतरीन प्रदर्शन करने वाले खिलाड़ी जिले में मुकाबला करते हैं। फिर जिले में जबरदस्त प्रदर्शन करने पर उनका चयन राज्य स्तरीय प्रतियोगिता के लिए होता है। पिछले वर्ष तक ग्राम पंचायत स्तरीय ट्रॉफी में प्रथम स्थान प्राप्त करने वाले को 300 रुपये, द्वितीय को 200 और तृतीय को 150 रुपये बतौर पुरस्कार मिलते थे। ब्लाक में प्रथम स्थान पर रहने वाले खिलाड़ी को 500 रुपये, द्वितीय को 400 और तृतीय को 300 रुपये दिए जाते थे। ऐसे ही जिले में प्रथम को 800, द्वितीय को 600 और तृतीय को 400 रुपये का पुरस्कार मिलता था।,राज्य प्रतियोगिता में प्रथम को 1,500, द्वितीय को 1,000 और तृतीय को 700 रुपये दिए जाते थे। इसके अलावा चैंपियनशिप की व्यक्तिगत स्पर्धा में पांच खिलाड़ियों को स्वर्ण, तीन को रजत और दो को कांस्य पदक पुरस्कार मिलता है। टीम स्पर्धा में पांच टीमों को स्वर्ण, तीन को रजत और दो को कांस्य पदक दिए जाते हैं।,इस बार खेल महाकुंभ कराने के लिए युवा कल्याण एवं प्रांतीय रक्षक दल विभाग ने शासन को संशोधित प्रस्ताव भेजा है। शासन में मंथन होने के बाद जल्द ही खेल महाकुंभ की तिथियां निर्धारित होंगी। इसके बाद समिति गठन और खिलाड़ियों का पंजीकरण आरंभ होगा।,

खेल महाकुंभ की ट्राफियों के नाम पर इस बार बदलवा किए जा रहे हैं। खिलाड़ियों की इनाम राशि पर भी संशोधन चल रहा है। जल्द ही खेल महाकुंभ के आयोजन की तिथियां जारी की जाएंगी। इसमें सरकारी/निजी शिक्षण संस्थानों, विभिन्न छात्रावासों, निजी कोचिंग/ट्यूशन और खेल अकादमी के छात्र प्रतिभाग कर सकेंगे। -अमित सिन्हा, विशेष प्रमुख सचिव, (खेल)।

二 |     PORTLAND, Ore. -- Federal regulators on Thursday approved the expansion of a natural gas pipeline in the Pacific Northwest over the protest of environmental groups and top officials in West Coast states, who said it goes against the region’s plans to address climate change and could pose a wildfire risk.The project, known as GTN Xpress, aims to expand the capacity of the Gas Transmission Northwest pipeline, which runs through Idaho, Washington and Oregon, by about 150 million cubic feet (4.2 million cubic meters) of natural gas per day. The Federal Energy Regulatory Commission gave it the green light in a vote on Thursday.TC Energy plans to modify three compressor stations along the pipeline — in Kootenai County, Idaho; Walla Walla County, Washington; and Sherman County, Oregon. Compressor stations help maintain the pressure and flow of gas over long distances in a pipeline. Environmental groups criticized the decision of the commission, which "failed to listen to Senators, Governors, State Attorneys General, Tribes, and the public in its rubber stamp of unnecessary fracked gas in the Northwest,” said Audrey Leonard, staff attorney for Columbia Riverkeeper, an environmental nonprofit, in a statement.Leonard said potential spills and explosions on the pipeline, which was built in the 1960s, would not only harm the environment but also present a heightened wildfire risk in the arid regions it passes through.“An explosion of that level in eastern Washington or eastern Oregon would be catastrophic,” she said.Leonard said Columbia Riverkeeper will appeal the federal regulators’ decision and submit a petition for a rehearing. The pipeline belongs to TC Energy of Calgary, Canada — the same company behind the now-abandoned Keystone XL crude oil pipeline. The company said the project is necessary to meet consumer demand.Environmentalists and officials opposed to the project have expressed concern about TC Energy’s safety record. Its Columbia Gas Transmission pipeline exploded in Strasburg, Virginia, in July and its existing Keystone pipeline spilled nearly 600,000 gallons of bitumen oil in Kansas last December.The 1,377-mile (2,216-kilometer) pipeline runs from the Canadian border through a corner of Idaho and into Washington state and Oregon, connecting with a pipeline going into California.While Idaho’s Republican governor and congress members said that imposing other states’ climate policies would be “misguided,” Democratic officials in the other states called on federal officials to reject the plan. After the vote, Washington Gov. Jay Inslee, a Democrat, condemned the decision.The project is “incompatible with our climate laws,” said a letter to the agency by Democratic U.S. Senators Ron Wyden and Jeff Merkley of Oregon and Patty Murray and Maria Cantwell of Washington.“GTN Xpress represents a significant expansion of methane gas infrastructure at a time when California, Oregon, and Washington are moving away from fossil fuels,” the senators said.The attorneys general of the three states, citing the commission's draft environmental impact statement for the project, said it would result in more than 3.47 million metric tons of greenhouse gas emissions per year for at least the next three decades. The agency’s final environmental assessment revised that number downward by roughly half in calculations contested by environmental groups.The agency’s chairman, Willie Phillips, reiterated its stance after Thursday’s vote.“There was no evidence presented that this project would significantly increase greenhouse gas emissions,” he told reporters. “The commission determined that this project was needed and therefore we support its approval.”In its final environmental impact statement for the project issued last November, the federal agency said the compressor stations were in non-forested areas with low to moderate fire hazard. It concluded the project “would result in limited adverse impacts on the environment.”“Most adverse environmental impacts would be temporary or short-term,” the federal agency said. The agency recommended certain steps, such as requiring the company to train its personnel and contractors on environmental mitigation measures before any construction begins. But environmental groups say the assessment didn’t adequately address the harm caused by the project, including by fracking to obtain the natural gas that flows through the pipeline. Fracking is a technique used by the energy industry to extract oil and gas from rock by injecting high-pressure mixtures of water, sand or gravel and chemicals.
